Speakers - Chuck Vollmer, President, Vll Inc. (Virginia)
Mr. Vollmer is the founder and President of VII Inc. (www.viiinc.com), a strategic planning, systems engineering and investment
capital firm specializing in government and business initiatives. VII's clients include major government agencies and corporations. Recent
strategic planning assignments involve: security, aerospace, energy, intelligence and network-centric operations. Systems engineering
activities include: information technology, water, biometrics and energy initiatives. Venture capital efforts involve: leveraged
buy-outs, and financing of hi-tech and real estate projects.
Mr. Vollmer is also the President and co-owner of Quasar International LLC (www.QuasarGroup.com), aninvestment firm, a VII joint
venture. He is a co-owner and Chairman of Triangular Integrated Structures, LLC, a Colorado-based company that develops deployable
low-cost shelters for disaster recovery, humanitarian and commercial operations (www.deployableGeoStructures.com). He is a
Board Member of Alchem LTD (www.alchemltd.com), an emerging energy firm with innovative gas-to-liquid technology and is working
with the US policy community on oil assurance and alternative energy solutions. He is on the Board of Directors of the International
Center for Religion and Diplomacy (www.ICRD.org), dedicated to peacemaking via a network of religious leaders and diplomats.
Mr. Vollmer has substantial experience with national and homeland security. He regularly works with senior officials in the Congress
and Department of Defense (000). He assisted leaders on force transformation authoring the USAF's VECTORS campaign, the Air
National Guard's VANGUARD campaign, and DoD's "Rapid Dominance" concept. Other efforts include: national and homeland security
studies, strategic and business plans, concepts of operations and consensus-building efforts. On occasion, he serves on various US
government Commissions and Science Boards.
Mr. Vollmer has considerable experience with information security and information operations. He worked with Wall Street to start an
information security company and is active with Washington policy institutes on cyber security. Mr. Vollmer has conducted four conferences
on network centric operations and developed the national vision for a national computer network defense system for a foreign
government. He is the author of numerous publications including the Information Operations Vision for the Air Combat Command. VII
Enterprise Solutions, a VII subsidiary, works with the US government (DoS and DoT) and commercial clients regarding IT solutions. As
a venture partner, he is helping with the implementation of a recently patented revolutionary Optimized Service Oriented Architecture
(OSOA).
Mr. Vollmer has significant experience with the MidEast with emphasis on Israel, Palestine, the Arab Gulf region and Africa. Since
1999, he has been under contract to the US government to assist moderate Arab leaders in developing strategies and operational concepts
for coalition building. In this capacity, he developed several hundred US/Arab "strategy and policy" documents and held seven
MidEast Air Chief and Cross-Cultural Symposia attended by leaders of 11 nations in the Arab Gulf, Europe and US. He has been involved
in Israel and Palestinian security issues and has extensive knowledge of the Israeli and Arab security establishments. He is
currently working with a West African Muslim country's Presidential candidate to develop the outreach program for US government and
industry, and is helping a leading American Muslim institution develop its outreach strategy in the US. He is involved with the ICRD on
initiatives in Sudan and Pakistan. Mr. Vollmer regularly lectures on Arabs, Islam and Persian/Arab Gulf security issues. A recent detailed
analysis of Iran was reviewed by thousands of US officials and numerous war colleges.
